Do not spare eBay or PayPal. Make your voice known. For PayPal the email address complaint-response@paypal.com works fine, but a tip from those who get refunds – make sure in every correspondence you include the full email chain with PayPal. That seems to wake them up!

Why not make some firefox plugin that queries an account database to alert buyers of suspect fraudulent sellers?

install firefox, add one or both of these add-ons, browse a site such as tiger direct, newegg, etc & see what the discount notifications look like. It’d be the same concept for fraud sellers.
