I HAVE RECEIVED TWO LETTERS FROM PAYPAL TELLING ME TO RETURN THE 32 GB FLASH DR. TO THE SELLER.(ONLY WILL HOLD 1.9 GB OF MATERIALS THEN IT FREZES MY COMPUTER)
ALSO ANOTHER LETTER SAYING THE SAME THING TO RETURN A 16 GB FLASH DR. WHICH IS COUNTERFEIT DOES THE SAME FREZES AT 1.9 GB.

You are dealing with email robots, not humans. Sigh!
So many people fall for this and give up. It allows paypal, ebay and fake flash memory sellers to get away with murder. These days there is so much “computer automation” to save money that intelligence seems to have disappeared. These email template robots from paypal have no clue about what you are complaining about, or facing.
I know you have been through a lot already, but look at the paypal guide in quick links left menu bar.
You should escalate, either call eBay and or PayPal to get a human and if the human is not very bright, demand to speak to a supervisor. The guide has links to a lot of articles already published. Depending on where you live, call paypal or write to the email addresses.
The key in getting a refund is persistence. Refusing to take no for an answer. The longest battle one person had is documented in :

Most people do not have to fight that long. It is easier then it was a year ago.
Fake Flash Memory sellers are aware of the weaknesses of both ebay and paypal, they merrily exploit the weaknesses to their advantage.
Keep all communications and store them. If you did not report in, please do so you can be added to the database.
Call or write to eBay and PayPal, do not spare them and delight in making their lives hell as they have for people like you. While we can not support people who attack fake flash memory sellers and buy up all their listings, leave negative feedback immediately and run, we understand what led them to do that. Risky, it is, but is is also the anger and disillusionment – having discovered that both ebay and paypal do not live up to their promise to protect members.
Every person who is frauded Dan has to fight. Some have an easy refund, others straw a short straw and have to climb into the boxing ring. Ultimately those who refuse to be frauded, almost always succeed. Strangely it appears to be a test of a persons character. A little scary. It can cost time. However, it also digs into the time hours and resources for both eBay and paypal, and it does not take long before any fee profit they make from the transaction are consumed. A source of comfort, the profit for the item lost.
I hold the record at SOSFakeFlash for full refunds including P&P. I never sent one item back. I also did not have issues with PayPal – my fake flash sellers understood my communications very quickly and CLEARLY!
PayPal has an open window of 180 days to investigate a seller.
It is important to expose what is going on. Document your experiences. Visit websites and forums. If you have personal web space, set up a page to record what happened to you. Then feed to any site you can.

And you can also chase more people to Paypal – contact buyers for your seller(s), warn them to test. Have them begin to warn others thats how it works.

I bought two 32gb microsdhc cards on ebay, which were counterfeit. I almost always pay with credit card on paypal so I am going through my credit card company to get a full refund. It seems easier than going through paypal. I just told them the story and they are handling it from their end. I hope for a full refund.
